A One-day Capacity Building and Sensitization Workshop for enhancement of knowledge and skills in the areas of administration including financial discipline in the State Higher Education Institutions was held on February 27, 2023 at Asanna Bhaban, New Town, Kolkata. The Principals, TICs, University officials from the HEIs across the State participated in the programme.
Prof. Koushiki Dasgupta, Vice Chairman (Academic), West Bengal State Council of Higher Education delivered the Welcome Address. The Workshop was inaugurated by Dr. Dipak Kumar Kar, Hon'ble Vice Chancellor, Sidho Kanho Birsha University and Chairman, West Bengal College Service Commission.
The Workshop focussed on the various aspects of the academic administration with an emphasis on the HEIs established in the last decade across the State.
In the First Technical Session the Speakers for the programme were Dr. Tilak Chatterjee, Principal, Bankim Sardar College, South 24 Parganas and Dr. Debojyoti Konar, Registrar, Presidency University, Kolkata. Dr. Chatterjee addressed the session on 'Supervision of academic affairs in colleges.' The topic of discussion for Dr. Debojyoti Konar was 'Maintenance of official records, supervision of infrastructural facilities on campus, support system of Information Technology including Cybercrime.'
In the Second Session Dr. Prithul Chakraborty, Financial Expert gave an in-depth knowledge to the participants on Purchase and procurement, TDS etc.
Dr. Somnath Mukherjee, Principal, Dinabandhu Andrews College, Kolkata spoke on the Basic functions of DDO and the IFMS Portal.
In the final session Dr. Swapan Kumar Pan, Retired Principal, Guskara Mahavidyalaya, Purba Bardhaman explained in detail on E-tendering.
Shri Debasish Datta, Joint Secretary, WBSCHE delivered the Vote of thanks and concluded the programme.

The West Bengal State Council of Higher Education under the aegis of the Higher Education Department, Govt. of West Bengal organized an Online Workshop on January 5, 2023 on 'Promoting Research Excellence and Possibilities of Expanding the Access of E-resource Materials across the HEIs in the State.' The leading publishing houses namely Elsevier, Oxford University Press and the Springer Nature presented their respective proposals on the scope and possibilities of expanding the access of e- resource materials through a State - level consortium.
The workshop was attended by the Hon'ble Vice Chancellors and their representatives from the State-Aided and Private Universities of the State, and officials from the Higher Education Department, Govt. of West Bengal. The Principal Secretary, Higher Education Department & Vice Chairman (Administration), WBSCHE was present on the occasion.
A workshop entitled "Industry-Academia Partnership: Research, Innovation, Employability, and Entrepreneurship" was held on 21st December, 2022 from 11.30 am to 2.30 pm at the Conference Hall of the University of North Bengal. The workshop was jointly organised by the West Bengal State Council of Higher Education (WBSCHE)

In response to the demand of organising the 2nd programme on "Accelerating Research with Oxford University Press" we have organised this again on 08th Dec 2022. It was successful with nearly 200 participants has participated in that programme. They also have received the attendance certificate from Oxford University press. This kind of programme will help to build the research interface and also help the scholars to understand how to publish for quality journals and how to overcome the challenges while publishing to a foreign journal to avoid mistakes.

The West Bengal State Council of Higher Education in collaboration with Jadavpur University, Kolkata organized a One-Day Workshop on NAAC Assessment & Accreditation on September 27, 2022 at Asanna Building, Rajarhat, New Town, Kolkata. A sensitization programme was organized for the colleges whose assessment is yet to be done. The Principals and Teacher-in-Charge from about 170 colleges attended the programme both physically and online. Academicians from different educational institutions were also invited in the programme.
There was a special session which was presided over by Prof. Suranjan Das, Vice Chancellor, Jadavpur University. The Pro Vice Chancellor, Jadavpur University Prof. Chiranjib Bhattacharjee was also present in the occasion. Speakers in this session were Shri Manish Jain, Vice Chairman (Adm.), WBSCHE & Principal Secretary, Higher Education Department, Govt. of West Bengal, Prof. B. Patwardhan, Chairman, NAAC and Shri Bratya Basu, Chairman, West Bengal State Council of Higher Education and Hon'ble Minister-in-Charge, Higher Education Department, Govt. of West Bengal.
The occasion was enriched with the presentation of Dr. L. Manjunatha Rao, Deputy Adviser, NAAC and Dr. Ruchi Tripathi, Assistant Adviser, NAAC. They conducted two technical sessions on NAAC Methodology for Universities and Colleges.
Prof. Amitava Datta, Director, IQAC, Jadavpur University gave the Welcome Address and Prof. Koushiki Dasgupta, Vice Chairman (Academic), WBSCHE delivered the Vote of Thanks to all the dignitaries and academicians present in the programme.

Capacity Building Workshop: The WBSCHE in collaboration with Elsevier organized a Two days' Workshop 16th and 17th August to promote Research Excellence in Academics across higher educational institutions of West Bengal. The research workflow was broadly divided into two parts :(i) Research Planning, Research Metrics and Identifying Journals and (ii) Research Execution, Emerging Technologies and Elsevier Strengths in research on these technologies. The programme received a huge response from the participants. It had 2699 registrations out of which

» 747 unique attendees on Day 2
The two months trial of Freedom collection is also active for all state universities across West Bengal.
The WBSCHE organized Two-day International Webinar of the Industry-Academia Interface Series "MEDHA" in collaboration with the Federation of Indian Industries on 24.09.21 and 25.09.21. The MEDHA series was named and inaugurated by Prof Bratya Basu, Honourable Minister-in-Charge, Higher Education Department, Govt. of West Bengal & Chairman, West Bengal State Council of Higher Education to enhance awareness of students & teachers about emerging issues & pre-placement skill-base of fresh graduates. The scheme was drafted to create a bridge between the Industry and the Academia.
The First International Webinar of the Series was held on July 7, 2022 on "Mathematical Science, Data and Computation."
As approved by the Hon'ble Minister-in-Charge, Higher Education Department, in collaboration with MAKAUT the Council has conducted a 2-week workshop (online) (16th Feb,- 3rd March, 2022) on Python Language for faculties of HEIs and school teachers across the state and disciplines which has been widely appreciated by the teacher-community.
During the period of pandemic, teachers of UG and PG levels of colleges and Universities across West Bengal have rendered their best effort to seamlessly shift from the traditional physical mode of teaching to the online digital mode using ordinary to complex technological models and methods. It is noteworthy that the process has generated huge teaching-learning materials at the UG and PG level disciplines across faculties. The Council has proposed that this huge resource should be classified and a repository of quality materials to be built up which will be freely accessible to all students and teachers. With approval of the competent authority the Council has already collected subject-wise e-materials developed during this period and in the process of screening/editing the same for uploading on the website.
A landmark activity of the Council has been the upgradation of the Institute of English, Calcutta (IEC) into Institute of Language Studies & Research (ILSR). This proposal of converting IEC into an institute of excellence was initiated by the WBSCHE. The Institute of Language Studies was envisaged for the exploration and dissemination of Language Studies and Research. Following recommendations of a high-powered Committee with eminent linguists the Institute has been set up on 11.02.2021. Initially the ILSR will work under the administrative control of the West Bengal State Council of Higher Education.
In collaboration with the School Education Department the Council has been trying to create excellence in thoughts and actions of the stakeholders of education in totality-forging meaningful linkages between school education & higher education. Very remarkable initiative under the leadership of the H'MIC & Chairman of the Council is the ongoing series of webinars Ujjiban Charcha being organised on every Sunday for school students, teachers & parents. Altogether six such webinars involving eminent resource persons of respective fields have been conducted with nearly 25, 000 audience on average.
The WBSCHE proposed to hold series of certificate courses for teachers of colleges with possible extension to HS level school teachers. Such courses are meant for continuous upgradation of teaching skill and knowledge base. The first such program was conducted by WBSCHE in collaboration with Maulana Abul Kalam Azad University of Technology (MAKAUT) on Fundamentals of Python Language for faculty members of colleges across disciplines and school teachers (for class- XI and XII). The program was conducted through virtual mode from 16.2.2022 to 3.3.2022.
The Council played an important role in making the British Council's 'Going Global Partnership' proposal to materialize. Going Global Partnerships is about working together to ensure that higher education and technical and vocational education and training (TVET) meet the needs of our societies, economies and students.
The West Bengal State Council of Higher Education in association with the Language Studies & Research (ILSR) & Vidyasagar Academy organized the first ILSR Hara Prasad Shastri Language, Literature and Cultural Histories Lecture Series on June 1, 2022. Topic of the pogramme The Pathfinders of Modern India: Ram Mohun Roy, Vidyasagar and Nineteenth Century Intellectual Histories. Guests of Honour and distinguished speakers in the programme Prof. Brian A Hatcher, Packard Professor of Theology, Tufts University, USA and Prof. Milinda Banerjee, Lecturer in Modern History, University of St. Andrews. The Programme was inaugurated by Shri Bratya Basu Hon'ble Minister-in-Charge of School & Higher Education Departments, govt. of West Bengal & Chairman, West Bengal State Council of Higher Education.
